On September 15, 2013, Usagi (17W) formed over the sea off the northeast of the Philippines. It is currently the strongest typhoon on Earth in 2013. The Hong Kong Observatory issued the Strong Wind Signal No. 3 at 11:40 p.m. on September 21, and changed the Northwest Gale or Storm Signal No. 8 at 6:40 p.m. on the next day (September 22), and at 00:00 on September 23 The No. 8 Southwest Gale or Storm Signal was changed at 25 minutes, and the No. 3 Strong Wind Signal was changed at 9:20 am. There are different special arrangements for rail services in Hong Kong during storms.

- September 23: Intercity through train Guangdong Line section is closed, trains T812, T824, T820 and T808 to Guangzhou East were cancelled. [11][12]

- At 9:45 pm on September 22: Trees collapsed near Light Rail Melody Garden Stop, affecting overhead cables. Route 610, 615, 615P ends at Lung Mun Stop, and the affected line segment was replaced by MTR Emergency Shuttle Bus Route 506, and passengers were be picked up for free. [13][14][15][16][17][18][19]
- At 10:47 pm on September 22: East Rail LineTaihe Station a train collided due to a fallen tree, East Rail Line only provided limited services, [[Taihe Station] ]] to Fanling Station train service is suspended until 11:00 pm. [20][21][22][23]
Tram[]
- On September 22, the last train of each route departs at 8:00 pm. [2]
- On September 23, all routes will gradually resume service from 8:15 am. [24]
Peak Tram[]
- On 22 September, the Peak Tram service will be suspended at 7:30pm. [2]
- On 23 September, the Peak Tram resumes service at 10:00 am. [25]
Ngong Ping 360[]
- On September 21, affected by strong wind signal No. 3, the service of Ngong Ping Cable Car will be suspended until further notice.
- On September 23, the opening hours of the Ngong Ping Cable Car was delayed, and normal service finally resumed.
