On 30 August, 2024, a low-pressure area formed in the waters east of Mindanao, Philippines, and was assigned the number "92W". It later intensified into a tropical storm on the evening of 1 September, and was subsequently named "Yagi", becoming the 11th named tropical cyclone of the 2024 Pacific typhoon season.

The Hong Kong Observatory issued the Standby Signal No. 1 at 5:40 PM on 3 September[1], which was then replaced by the Strong Wind Signal No. 3 at 6:40 PM on 4 September[2], and subsequently upgraded to the Gale or Storm Signal No. 8 Northeast at 6:20 PM on 5 September.[3]

As Yagi moved away from Hong Kong, the Strong Wind Signal No. 3 was issued at 12:40 pm to replace the No. 8 Southeast Gale or Storm Signal on 6 September[4], and cancelled all tropical cyclone warning signals at 4:20 AM the following day, replacing them with the Strong Monsoon Signal.[5][6]

During the storm, the following special arrangements were implemented for railway services in Hong Kong.
