On September 27, 2023, a low-pressure area was formed in the waters north of Guam, which was later numbered by "93W".

The 93W was brusted into tropical storm in the early morning of 30th September, named as Koinu, which is the 14th named typhoon in the 2023 Pacific typhoon season.

The HKO issued the Standby Signal No. 1 at 9:40 pm on 4th October and changed it to the Strong Wind Signal No. 3 at 5:40 am on 6th October. It was changed to the Northeast Gale or Storm Signal No. 8 at 12:40 pm on 8th October, and the Increasing Gale or Storm Signal No. 9 was later issued at 7:00 pm on the same day.

As Koinu moved away from Hong Kong, the Northeast Gale or Storm Signal No. 8 was issued at 11:50 pm on 8 October to replace the Increasing Gale or Storm Signal No. 9, and the Strong Wind Signal No. 3 was issued at 11:40 am on 9 October to replace the the No. 8 Noutheast Gale or Storm Signal. The Standby Signal No. 1 was issued at 2:40 pm to replace the Strong Wind Signal No. 3 afterwards. All Tropical Cyclone Signals were cancelled at 4:20 pm.

After the Observatory raised the Hurricane Signal No. 9 at 7:00 pm, MTR immediately suspended open sections of the railway and light rail services. However, there were many passengers using the MTR service at that time, and the services stopped immediately, causing a large number of passengers to be stranded in station platforms and concourses. During the period, there were many passengers causing a commotion, which even prompted the police to come and handle the situation.

  • MTR announced at 06:25 am that:
    • Heavy rain was expected and preventative flooding measures were in place. The following entrances/exits were temporarily closed. Passengers had to use other entrances/exits.
