On 9th July 2023, A low-pressure area was formed near East Philippines, which was later numbered by "93W". The 93W was brusted into tropical storm on 15th July, named as Talim, which is the fourth named typhoon in the 2023 Pacific typhoon season.

The HKO issued the Standby Signal No. 1 at 4:40 am on 15th July and changed it to the Strong Wind Signal No. 3 at 5:40 am on 16th July. It was changed to the Northeast Gale or Storm Signal No. 8 at 12:40 am on 17th July and the Southeast Gale or Storm Signal No. 8 at 06:40 am on 17th July afterwards.

With Talim departing from Hong Kong, the HKO issued the Strong Wind Signal No. 3 to replace the Gale or Storm Signal No. 8 at 4:20 p.m., and the Standby Signal No. 1 was issued to replace the Strong Wind Signal No. 3 at 2:40 am on 18th July. All tropical cyclone signals were cancelled at 8:40 a.m. on the same day.
